I'd seen a perfume ad where the model had unnaturally large irises, and assumed it was photoshopped. Then Kayakbiker sent me this article from the New York Times, which was also printed in our Seattle Times. As he pointed out, you can sort of get the look with some good blotter acid, as the pupils dilate.
The "circle eyes" are different though - they involve a large contact lens which covers part of the white of the eye, which over time can be bad for the eye. Some have been influenced by a Lady Gaga video with enlarged eyes, others by anime. The lenses are ordered mail order form Asia, where they are popular, but are technically contraband in the US and eye doctors have grave concerns about them. They are developing a huge following among teenage girls.

Photoshop will do it! Don't cut them out and enlarge them, you'll get a weird choppy look where the skin isn't blended. Because I don't use it often, I can't remember the name of the tool you'd use in Photoshop, but it will "stretch" the area. It's helpful for slimming models, but it works backwards as well. If you can't find it, just use the smudge tool in the toolbox.
