When Kayakbiker was in town, we saw this guy get hassled for using a small amplifier with his guitar at the Seattle Center.
Now we know that Seattle Center can no longer harass performers for "noise," or continue to block access to them or stop them from seeking donations. This is the decision of a federal appeals court. The lawsuit was brought by Magic Mike who objected to the regulation requiring performers to obtain a permit, wear a badge, not seek donations and limit performance to designated locations and not to engage in "speech activities" with visitors within 30 feet. Judge felt we have a little more right to free speech than that. ACLU said Seattle Center is a park and people go to parks to engage in free speech, and Seattle Center is not a commercial zone.
